Obtaining the ingredients
1. Onion - can be found behind farmhouse north-west of Lumbridge:
2. Eye of newt - you can buy at magic shop in Port Sarim for 3 coins:
3. Burnt Meat - To get burnt meat just cook any piece of meat (cow, rat, etc.) and then cook it again.
4. Rat's tail - kill rat in In the house where we start the quest:

5. Give her the required ingredients:
6. Drink the potion from cauldron:

7. Talk to Hetty again and complete the quest:
